Collin Wimberly will be officiating with interment to follow at Monroe Memorial Park Cemetery under the direction of Kilpatrick Funeral Home of Monroe, La. Mr. Hicks was born on June 8, 1942 in Monroe, La. and passed away on April 28, 2006 in Monroe, La. Charles was preceded in death by his parents, Charlie and Lida Hicks and a brother, Melvin "Bubba" Hicks. He is survived by his children: Todd Hicks and wife, Penny; Ryan Hicks; Brian Hicks and wife, Teresa; Grandson: Wesley Hicks; sisters: Ada Howell and husband, Robert; and Brenda Baker; his girlfriend: Chasidy Freeland and her daughter, Casidy; and many friends who loved Charles dearly.

Funeral services for Mrs. Cecile Claunch Parker, 97, of Monroe will be held at 2:00 PM Tuesday, May 2, 2006 at Northminster Church with Rev. Carl Gregg, and Rev. Liz Cockrell officiating and words from Dr. Welton Gaddy. Interment will follow at Mulhearn Memorial Park Cemetery under the direction of Mulhearn Funeral Home, Sterlington Road, Monroe. Mrs. Parker was born August 4, 1908 in Caldwell Parish, LA and died Sunday, April 30, 2006 at the Christus St. Joseph's Nursing Home, which she affectionately called home while serving as President of the Resident Council. Mrs. Parker was well-known and respected throughout the state of Louisiana as being a Professional Floral Designer and Owner of Parker Flower Shop for over fifty years. She was a charter member of the Northeast Louisiana Florist and Nurseyman's Association. She was an active member of the Pilot Club of Monroe and served as State Governor for the Louisiana and Mississippi Associations of Pilot International. She served as the Pilot Club organizer for the Lighting of the Safety-Tree for forty years and remained a member of Pythian Sisters and D.A.R. Mrs. Parker was a member of Northminster Church and one of her greatest loves was organizing the yearly homecoming of Little Star Baptist Church in Holum, LA. Mrs. Parker was preceded in death by her husband, Frank Parker, Sr.; and two sons, Perry French and Frank Parker, Jr.
Mrs. Parker is survived by her daughter, Alitia Becker and husband, John; grandchildren, Scott L. Miller, and Ava Stennett; great-grandchildren, Benjamin and Zack Miller, and Lenzi, Baxter, and Bailey Smith; and many cousins, nieces, and nephews. Pallbearers will be great-grandsons and friends. Visitation will be Monday from 5:00 PM until 8:00 PM at Mulhearn Funeral Home, Sterlington Road, Monroe.

Mrs. Frith was born August 10, 1934 in Jackson Parish, LA and passed away April 30, 2006 in Monroe, LA. Mrs. Frith was a loving mother and granny. She was taken care of by her loving granddaughter, Tabitha Hutson. Mrs. Frith was survived by her children, Elizabeth Hutson, Mike Hutson, and Tommy Hutson; "Snack daughter" Rhonda Cooper; ten grandchildren; eighteen great grandchildren and sister, Ida Lee Hutson.

Sam Emanuel officiating. Burial will be in the Ruggs Bluff Cemetery in Downsville, LA. Mr. Johnston died in Downsville, LA on Sunday April 30, 2006. Mr. Johnston was a member of Wilhite United Methodist Church. He was a watchmaker and an outstanding designer of jewelry. After World War II till 1957, was part owner of Hunt & Whitaker. Then in 1957 he and his wife bought Monroe Loan & Sporting Goods till his retirement. He was a Veteran of World War II and served in the U.S. Army Air Corp. Lavelle was an avid gardener and his greatest hobby since retirement.
He was preceded in death by his parents and infant daughter. He is survived by his only child Nancy Johnston and many cousins. Family request in lieu of flowers that memorial be made to the Cancer Society or favorite charity.

Funeral services for Judge Alwine Mulhearn Smith Ragland, 92, of Tallulah, LA will be held at 10:00 AM Wednesday, May 3, 2006, at First Baptist Church in Tallulah, LA with Rev. John Rushing, Rev. Jean Foreman, and Fred Fulton officiating. Interment will follow in Memorial Park Cemetery in Tallulah, LA under the direction of Mulhearn Funeral Home, Sterlington Road, Monroe. She was born July 28, 1913 in Monroe, LA and passed away on Sunday, April 30, 2006 in Tallulah, LA. She graduated from Monroe City High School in 1930, received her Associate Arts Degree from Principia College in 1932, and earned a Juris Doctorate from Tulane University Law School, New Orleans, LA, in 1935. Judge Ragland remained in private practice until 1974 when she was elected as the Sixth Judicial District Judge, the first woman elected to a Louisiana district judgeship. She served in this capacity until 1992. She later served as judge for the Tallulah City Court. As a State District judge, she was instrumental in establishing an expedited hearing procedure relative to Family Support cases. This procedure led to the recovery of a record amount of funds for the support and maintenance of dependent children. The procedure and innovative process was instituted in other district courts around the state with the results being that similar to the Sixth Judicial District. Judge Ragland was one of the first State District Court judges to institute a computerized court case docket system that led to improved efficiency in regards to the court's time and resources. This system traced court case progress and probation payments and was considered to be an exemplary model for the future. Judge Ragland was actively involved in the development of opportunities for the economically deprived children in the sixth judicial district. She was instrumental in providing programs including swimming lessons, painting classes, basketball and wrestling clinics, as well as education field trips. She was a charter member of the Silver Waters Council of Girl Scouts of America, Past President of the Tallulah High PTA and Band Booster Association. Recently, Judge Ragland was actively involved in the Madison Parish Tourist Commission and the Madison Parish Historical Society. She played an integral part in securing and restoring the antebellum home, Hermoine House. Professional memberships included the American Bar Association, Louisiana Bar Association, American Judges Association, Louisiana Judges Association, Louisiana Council of Juvenile and Family Court Judges (President), National Council of Juvenile Court Judges, Association of Trial Lawyers, Louisiana Trial Lawyer Association, and countless others. She was preceded in death by her parents, Peter Sherlock Mulhearn and Alwine Louisa Johanna Peters Mulhearn; husbands, LeRoy Smith, Sr. and Leroy Percy Ragland; brothers, Peter Sherlock Mulhearn, Jr., Thomas Henry Mulhearn, John Earnest Mulhearn, Robert Frederick Mulhearn and sisters, Caroline Mulhearn and Margaret Mulhearn Garrett. She is survived by a son, LeRoy Smith, Jr. and wife, Lydia Hoffman Smith of Tallulah; a daughter, Caroline Alwine Smith Christman and husband, Albert Cole Christman of Delhi; four grandchildren, Meredith Ann Antley and husband, Jeremy William Antley of Ruston, Frances Alwine Nixon and husband, Steven Price Nixon of Clinton, MS, Blair Smith of Baton Rouge, and Lana Rochelle Smith of Lafayette; two great-grandchildren, Elliot Price Nixon and Nicholas Alexander Nixon of Clinton, MS and great nephew, Matthew Avery. David Norman McQueen, 73, passed away Sunday, April 30, 2006. He was born July 29, 1932 in Jackson, LA. After his parents passed away at a very young age, he grew up in the Louisiana Baptist Children's Home in Monroe, LA. He served in the Army during the Korean War. After thirty-one years of employment with Southern Equipment Company, he worked for Covington Company until retirement. Fannie Jewell (Jewel) Kersh Earl, 105 years old, was born January 3rd, 1901 in Salmon, TX and passed peacefully in her sleep on May 2, 2006, in Monroe, LA. Jewel moved to Monroe in 1918 with her (late) husband, Elmer Walter (E.W.) Earl. Jewel saw Monroe grow
from a horse and buggy town. Jewel once said, “when I came here, DeSiard was the only paved street and it was brick”. Jewel raised a son and daughter in Monroe. Jewel loved flowers, and her passion was growing and propagating daylilies, which she began
doing in 1942. In 1951, she and E.W. moved to West Monroe. Jewel was a lifelong member of the First Baptist Church of Monroe, and was a long-standing member of several fraternal and civic
organizations, including the order of the Eastern Star, Order
of Rebecca, Ouachita Parish Home Demonstration Club, and the American Hemercalis Society, just to name a few. She was also the youngest and last surviving daughter of Daniel Green Rogers Kersh, a Confederate veteran and hero, who served with distinction with Company G, 28th Mississippi Cavalry during the Civil War. On Sunday, May 28th 2000, Jewel was honored as a Real
Daughter of a Confederate Hero by the Sons of Confederate
Veterans at a special ceremony at Guiceland Cemetery in
Salmon, TX. Her father and mother are both buried at Guiceland. Jewel was preceded in death by her husband, E.W. He was once the leading strawberry farmer in the State of Louisiana. When the strawberry industry declined in the early 60’s, he diversified the farm specializing in snap beans and bell peppers, along with his strawberry crops. He was a Veteran of World War II in Company C, 5th BN Armored in Fort Knox, KY with rank of Corporal. He was a rifle marksman instructor in the Army and he received the American Theatre Campaign Ribbon, Good Conduct Medal, and Victory Ribbon. Frank was a member of St. Helena Catholic Church, Tangipahoa Parish School bus driver for twenty-five years, and a board member for the Farm Bureau Association of Tangipahoa
Parish. In 1956, the Junior Chamber of Commerce presented the Certificate of Merit as Outstanding Young Farmer in recognition of
outstanding accomplishment in agriculture and worthy contributions to the well being of the community of Amite City. Frank was a loyal Amite Warrior Fan. He enjoyed going to the games on Friday nights to watch his four sons play football. He also enjoyed watching his grandchildren play sports. Mr. Bailey was born April 29, 1927, in Simsboro, LA, and died May 6, 2006 at his residence.
Mr. Bailey served in the U.S. Army during World War II, and was a member of Brownville Baptist Church. He was a retired truck driver. He coached softball for many years for several different teams. He was a true outdoorsman, whether he was hunting or fishing. Mr. Bailey was an avid gardener, and his yard was admired by many that came by his home. He will be remembered most as a family man that truly loved his family.
Survivors include his wife, Audrey Bailey; children, Eddie Bailey, Steve Bailey, Mike Bailey and wife, Cindy, Barbara Jordan and husband, Bill, Debra Bailey and Bobby Bailey and wife, Susie; brother, Johnny Bailey and wife, Betty; sister, June Risher and husband, Bill; 14 grandchildren, 27 great grandchildren, and his canine companion Bitsy. Mary Ruth Lewellyan Hocutt, 83, died Friday morning, May 5, 2006 in Murfreesboro, TN at the Middle Tennessee Medical Center following a brief illness. She was born in Kelly, LA on September 15, 1922 and grew up in Columbia, LA. She lived in Louisiana during most of her life and has lived with her daughter and son in Tennessee for the last three years. She was a graduate for the St. Francis School of Nursing and served our country as an Ensign in the US Navy Nurse Corp during WWII. She met and married her husband, Jasper W. Hocutt of Durham, NC while they both served during WWII. Mrs. Hocutt was preceded in death by her husband, Jasper Warren Hocutt, daughter, Mary Alice Hocutt and son, Donald J. Hocutt. She is survived by three remaining children, George E Hocutt of Monroe, LA, William P. Hocutt of Nashville, TN and Catherine L. McCall and granddaughter, Rebecca L. T. McCall, of Murfreesboro, TN, and numerous nieces, nephews, and cousins. Mrs. Hocutt was a member of Our Lady of Fatima Catholic Church and the Pioneers Group in Monroe, LA for over forty years. She was currently a member of St Rose of Lima Catholic Church in Murfreesboro, TN for the past three years. Mrs. Hocutt was also instrumental in establishing funding and care for the Retarded Citizens of Ouachita Parish and served as President of the Ouachita Association for Retarded Children for several years. She organized and ran a day camp for retarded children for several summers. She was President of the PTF (Parents teachers, and friends) and was the main organizer for fund raising for the Special Olympics of Ouachita Parish. He was an avid sportman and bird hunter and his delight was teaching his children and grandchildren the art of good sportsmanship. He will be missed by the McDonalds coffee group and his adult four sunday school class. Mr. Stewart, a member of First Baptist Church in Crowville, LA, served two years in the Civilian Conservation Corps after high school and then atended Northeast Louisiana Junior College (ULM) in Monroe, LA. He married Bertie Lee DeWitt on July 25, 1945. In 1948 he moved to the Crowville community as the owner of Long View Grocery. He sold the store in 1953 and became a full time farmer. At First Baptist Church in Crowville, LA, Mr. Stewart served as deacon for many years as well as Sunday School Teacher and Training Union Director. He served as Franklin Parish Plice Juror for one term and was one of the founding members of the Farmer's Cooperative in Crowville, LA. He was preceded in death by his parents, and a sister Juanita Sibley. Mr. Stewart is survived by his wife of nearly sixty-one years, Bertie Stewart; daughter and son-in-law Melba and Murray Shoemaker of Crowville, LA; granddaughter Tracy Shoemaker; great-grandson Matt Smith; brother Billy Stewart and wife Annie of Farmerville, LA; two sisters Maribelle Ellender of Sulfer, LA, and Virginia Anderson of Topeka, KS; and numerous other relatives and a host of friends. He was a member of the American Society of Interior Designers.

He held key positions with Wyeth in sales and retired as an Area Business Director for the southeast United States. He was an outdoorsman who enjoyed all sports, especially hunting and fishing and loved the game of golf. A mentor to many, he was also a loving husband and caring father and grandfather. The family will receive friends at the funeral home, Wednesday, May 10, 2006 from 5:00 PM until 8:00 PM. Mr. Shively was born February 21, 1914 in Alberta Community, LA. He passed away Monday, May 8, 2006 in Shreveport, LA. Mr. Shively proudly served his country in the U.S. Army Air Corps during World War II. He worked for the Soil Conservation Service in the 1930's and 1940's. He later owned and operated a service station in Monroe, LA for twenty-eight years. Mr. Shively was a member of Grawood Baptist Church.
He was preceded in death by his beloved wife, Opal Hall Shively; his father, Jeff Shively; his mother, Vary Kenny Shively Wiggins; stepfather, Will Wiggins and numerous sisters and brothers. Mr. Shively is survived by his son, Ken Shively and wife, Carol; his sister, Sarah Carter; his grandchildren, Bill Shively, Georgia Shively Monk and husband, James, Laura Shively Smith and husband, James and Keith Shively; his great grandchild, Bailey Monk and a host of nieces, nephews, relatives and friends. Pallbearers will be Mr. Shively's family members.

Service for Mr. Kenneth Edward Hart, 69, of Monroe, LA, will be held at 2:00 PM Friday, May 12, 2006 in the chapel of Mulhearn Funeral Home Sterlington Rd. Monroe with Rev. Clovis Christman officiating. Interment will follow in Mulhearn Memorial Park Cemetery. Mr. Hart died on May 9, 2006, at his residence. He was a graduate of Ouachita Parish High School. He was a District Fire Chief and retired after thirty-three years of service with the Ouachita Parish Fire Department. Mr. Hart was a member of the Gideons International, Ouachita Parish Farm Bureau, 7 Runs Hunting Club, and Fellowship Baptist Church in Monroe. Mr. Hart was an Army Veteran and was also formerly a co-owner of J.E. Hart and Son Contractors. He was preceded in death by his parents, J.E. Hart and Minnie McDuffie Hart.
Survivors include his wife, Elaine Williams Hart; five children, Deborah Hart Poindexter, Laurie Hart Landry and husband, Luke both of West Monroe, LA, Beth Hart Gentry of Monroe, LA, Brent Hart and wife, Timmie of Scott, LA and Bradley Hart ofSwartz, LA; fourteen grandchildren; eight great grandchildren and sister, Carolyn Hart McGough and husband, Frank of Monroe, LA. Pallbearers will be David Trichell, Phillip Cox, Dennis Ford, Matecki Nelson, Dennis Matlock and Kevin Puckett.
Honorary pallbearers will be Cotton Tharp, Carl Hilburn, Marvin Kitchens, Buster Landrum, Jeff Johnson and Gary Jacobson. Visitation will be from 5:00 PM until 8:00 PM Thursday at Mulhearn Funeral Home. Memorials may be made to the Gideons International or to Fellowship Baptist Church in Monroe. Damon was born in Columbia on December 20, 1977 and died Tuesday, May 9, 2006 in LSU Medial Center in Shreveport from injuries received in an automobile accident. He was employed at St. Francis Medical Center in Monroe as a male surgical attendant. He was also a 1996 graduate of Caldwell Parish High School.
He was preceded in death by his father, Harold "Peaches" Strickland; his maternal grandparents, Mr. and Mrs. J.W. Laffoon and his paternal grandfather, Dick Strickland. Survivors include his wife, Breeze Smith Strickland, he was a devoted father to his son, Corbin Strickland; his mother, Mary Laffoon Strickland; his sister, Fran Warner; his brother-in-law, Bennie Warner all of Grayson; his brother, Chris Strickland and his wife, Jeannine of Columbia; his sister-in-law, Angel Wilson; his nephews, Kit Warner, Kolter Warner and Hunter Strickland; his niece, Summer Hines and his grandmother, Katie Belle Enterkin of Columbia.
